The Department of Homeland Security was created to be the sole unifying agency responsible to secure the "Homeland" (nazi term) and perform disaster recovery scenarios. Well Katrina proves that the speedy recovery from such disaster scenarios is of absolutely no concern to DHS so I'm fairly certain the verb secure is a lie, or if generous, implied as restrain. Its mass hypnosis or brainwashing is better fitting. Of course, the Patriot Act, that gives the President all authority could easily be accepted by the government's biggest department since WW II.
