Oh yeah dude,, i couldn't find the exact law put the combined effort of just one other person, not necessarily hundreds, to plan and execute a crime constitues conspiracy, much less another law about singling out a single american as a target is illegal too.  I read about them in the past and the imoportant people know of their existence.
